AUGUSTA, Maine (AP) — A panel investigating the deadliest shooting in Maine's history is set to hear from commanders with state police, which led the multi-agency law enforcement response after 18 people were gunned down at a bar and bowling alley in Lewiston. Tens of thousands of people were ordered to shelter in their homes as police converged on the sites of the shootings and searched for an Army reservist armed with an assault rifle. Both police and the Army were warned that Card was suffering from deteriorating mental heath in the months before the shooting. Card didn't come to the door and the deputy said he didn't have legal authority under Maine's yellow card law to knock in the door. The deputy told the commission that an Army official suggested letting the situation “simmer” rather than forcing a confrontation.

AUGUSTA, Maine (AP) — An independent commission investigating events leading up to the deadliest mass shooting in Maine history is ready to hear the heart-wrenching stories from some of the family members of victims on Thursday. Seven family members were expected to publicly address the panel, putting a human face on their sorrow and suffering. The governor isn’t waiting for the commission to wrap up its work to begin making policy changes to prevent such tragedies in the future. The commission is chaired by Daniel Wathen, former chief justice of the Maine Supreme Judicial Court. Other members include former U.S. Attorney Paula Silsby and Debra Baeder, the former chief forensic psychologist for the state.

An independent commission is investigating the October shootings that killed 18 people in a bowling alley and a restaurant in the worst mass shooting in Maine history. Janet Mills said the panel needs subpoena power, in part to access the shooter's military records. The judiciary committee could vote on the bill seeking subpoena power on Wednesday, a spokesperson for the committee said. Mills' proposal for subpoena power has the backing of the Democratic and Republican leaders of both houses of the Legislature. The independent commission investigating the shootings is expected to look into potential missed opportunities to prevent the shootings.

Lewiston, Maine CNN —The signs were there: hearing voices, expressing paranoid thoughts and making threats so violent, extra patrols were sent to guard a military installation. Instead, law enforcement relied on the gunman’s family to keep guns from him after they tried without success to talk to the reservist. Sheriff Joel Merry told CNN on Saturday law enforcement officers weren’t able to make contact with Card during two visits. The Sagadahoc County Sheriff’s Office sent an alert to other law enforcement agencies saying they were trying to locate Card. The fact law enforcement in Maine didn’t utilize the yellow flag law in Card’s case could point to its shortcomings, Rocque said.
